I would like to know if this above antitbody is tagged with a fluorescence molecule so that it can be followed in cells or small animals by a fluorescence measuring device. If not, can you make it in a fluorescence tagged form?

Unfortunately we do not design custom made antibodies. This particular one does not have a fluorescent molecule attached to it and requires a secondary for detection.
